Germans to stop the conclusion of the Final Agreement,

and before putting in a written protest, I would there-

fore propose waiting until it is certain that London

negotiations have failed. I could still hope to lodge

protest before a Final Agreement could be signed,

informed by urgent telegram.

Liang Tun Yen, who is sympathetic of the undertaking

given by the Chinese Government on the 13th February

last, and informing him that His Majesty's Government

expect it to be given effect to.
